Yes, the bolt will absolutely come out with the balancer in place.

The pullies will have to come off as will the large ring weight, but the groove cut into the balancer lines up perfectly with the bolt.

OR you need to remove the water pump and volute from the block. .. I successfully pulled the bolt with the pullies in place with the water pump off...
