I wonder if they tell you that you can refuse?

Also the above does not say what happens if you have parts of your Emission System disconnected or removed. Keep in mind that that is a willful violation on the part of the ones who did that.

It does, see the PDF. They do nothing to the owner. Its all about catching the smog check stations. The paper they handed me said its voluntary. You do have to stop when the CHP officer waves you over but you can after refuse he hands you off to the ARB employee.

There is at least 1 "shoot across the street" LASER based (IIRC) system but there are "issues". There's no way to evaluate how the vehicle was operated prior to the "shot" nor is there a provision for weather (maybe not as big an issue in CA). Did they shoot you when you were accelerating, decelerating, or cruising - and prove it in a court of law. As I understand it, the system was actually developed for use on a test track where there is some control over the driving mode and measurements simply aren't taken in certain weather conditions. Unless the State Of California is fond of lawsuits I'd stay away from that one.

over at the truck forum the old trucks with everything working have a hard time passing, they have the best luck by getting it warmed up thoroughly and run it on Biodiesel.

Of course I did my part for the environment, I bought a VW TDI

Here in UK a few years ago, I used to be an MOT Tester.

MOT test is UK Roadworthy test done every year on all cars etc over 4 years of age.

As part of MOT--there's emissions testing for gassers measuring CO, HC, CO2 and O2 content

As part of Diesel Testing, there's the 'FAS' test.

This is done with engine Hot. Oil temp is measured with dipstick thermometer connected to machine, Oil needs to be 60 deg C or above.

Exhaust gas is sampled into unit that projects calibrated light through measured column of gas.
--The machine auto-calibrates before and after each run/test
Engine is run at full throttle for a few seconds, the machine tells you when to floor the accel-pedal and when to release.

Readings are taken on first run. If the Opacity of this first run is below (As I recall) 1.5 for N/A and 2 for Turbo, then there is no need for further runs.
--The testing allows for up to 6 runs and the average taken only if the first single run levels are exceeded.

The numeric scale does not refer to say, % or PPM etc. Its a range of values derived specifically for the testing and has no relationship to % or PPM etc, as its an Optical Opacity test.

The Pass figures for Diesel tests here in UK are 2.5 for N/A and 3.0 for Turbo.

At last MOT test (two weeks ago) my 30 odd year old 300K miler 300TD passed FAS at 0.29 running my own fuel
Sometimes in the past, They have had difficulty with my testing--as there wasn't enough smoke for the damned machine to 'see'!

I use a testing-station approx 20 miles from home, and run the car flat-out full throttle for a mile or so, till the grey cloud disappears behind me to clean out exhaust-system etc....
