Camber adjustment on 300 sd

I'm having a problem getting the proper negative camber on my front tires. For the longest time I have experienced wear on the insides of my front tires even after having it lined up at a sears shop for about $80. My tires lean like / with top in bottom out I want to get some negative camber to make the top out bottom in. After much reading I think there are 2 places to adjust camber and toe. It seems if I adjust the camber at place where I have attached picture it throws my toe ot of wack and if I get it pretty close when wheels are off the ground with no load on them when I set the car down I do not have my proper camber any longer. It seems like a dumb place to be adjusting camber as where it attaches to wheel is in kind of the middle and I thought it would be better attaching more to the top or bottom of the wheel . Does the adjustment have to be done with weight on the wheels not possible with weight off? Just trying to get away from this uneven tire wear I have. Where I have been trying to adjust camber is in attached picture.

Normally alignment adjustments are done with vehicle loading on the wheels. My suspicion is you would be totally lost otherwise. Also it does impact the toe setting as well.
