84 300cd WIERD wiring issue

SOLVED:
So my uncle owns an 84 300cd that has the following issue.
Cluster is dead except for seatbelt and glowplug lights.
Tested cluster in parts car and it worked fine.
All windows are dead as well as the brake lights.
And i believe he said the "upper" half of the fuse panel is not reading voltage on any fuse, either leg regardless of key position. If anyone could maybe get me pointed in the right direction so i can help him i would be eternally grateful. Any info i may have not posted that would help you to help me ask away, and I'll answer as quickly as possible. Thank you for your time.

Update. Today i went in and verified that yes, the top half of the fuse panel is showing no voltage on either leg. I have so far pulled the cluster, replaced all 3 relays behind it i silver close to the front, 1 black one behind it and another black one behind the left vent. I also pulled the two ground clusters back there and used sandpaper to rrmove any filth of each connector anc the contact point around the bolt holes. Tomorrow i am going to sand each leg of the fuse panel and replace all fuses. So, does anyone know were the + feed into the upper half of the panel is? So i can trace it back for breaks. Thank you again.

try ripping out the fuse box and follow the lines from there, as that's furthest to the source before all the instruments right ? then find that 1 bad connection where the line converge and join ?

I had a Wire inside of the Fuse Box that supplied Voltage to the Lower Buss Bar simply become unsoldered. I found it was loose by polking around with my fingers (while the Battery was disconnected).

Well I pulled the fuse panel away from the firewall today and all wires seem to be intact and firmly screwed into the back as they should. HOWEVER, I noticed the upper right corner of the panel seems tp be melted????? Well, with that i went to the handy dandy parts car, removed that panel (which is not melted anywhere) and took a bit of sandpaper to all the fuse contact points and have a nice new bag of the normal fuses with the gold metal "fuse" part instead of thd silver ones.and sometime tomorrow i will change it out with the original. Wish me luck theres a LOT of wires screwed into a million different spots. And on that note. Anybody know if the red wire w/ white stripe in upper right corner a power source for upper half of panel?

Turns out it was in fact the fuse panel.
replaced it with a donor i cleaned up from a parts car.
so if anyone else has a similar issue, thats my suggestion. Replace the fuse panel.
took about an hour swapping them since i was pulling triple redundancy measures for cautions sake due to having so many wires that had to be individually swapped over.
last thing i wanted was to let the smoke out of it. Lulz.
