I have checked the vacuum lines and they seem Ok, also the vacuum line going into the shut off diaphram has vacuum when I shut it off. When I shut down, the shut off lever moves down but not quite enough to turn off the engine. Any ideas?

I'm nursing a similar problem right now, and have found that raising the engine speed to about 1200 to 1500 rpm before shutting off the key switch will generate enough extra vacuum to make it work every time, although it's not good for the turbo.

Probably isn't good on the engine either. Having the extra fuel in the cylinder is bad on it, at least that's always been my understanding. If I rev it before I shut it off I always let it run a little longer to let it come back done and run at 750 for a bit.

I had the same problem when I had a 300D 2.5 at about 150K miles a few years ago....they out a new vacuum pump in the car and the problem was solved
