Injection Pump not Pumping fuel

I removed the pump to fix a freeze plug and replaced the seal. I removed the hard lines and verified that no fuel is being delivered. The fuel filter has fuel in it.

My question is, does the IP rely on vacuum to operate? The vacuum system is a mess right now and to make matters worse, the vacuum nipple on the brake booster line broke off.... this was feeding several vacuum lines....I ordered a new line.

I know the pump was working before I started the project. Does the pump rely on anything to operate?

Great. Yes, the IP needs vacuum to turn off (stop valve at rear). Some have the Vacuum Control Valve bolted on top of the IP, which controls transmission shifts, but not really part of the IP. On 1982-85 cars (yours?), it is common to snap off the little plastic nipples on the main vacuum line. I fixed one by epoxy'ing a small copper tube in its place (drilled hole). If you don't want to pay the steep price, or NA some day, it would be a simple plumbing job to fab your own main vacuum line.
