T-stop Adjustment Shop-Made Tool

I like working on cars, but Im not the handiest making tools. Im not quite getting the design of the shop-made tool from the FSM...

Essentially, my take away is that there needs to be a 1.5mm spacer on the top and bottom of the large part of the front engine mount (T-stop).

Why do I need this tool, and how does one make it anyway? Im assuming the middle perpendicular part needs to be welded on??

Is there really any reason to have a shop made tool like that if I can find two 1.5mm spacers?
