Coolant weep

Seem to have some coolant weeping from a bolt on lower left side if engine 1998 e300td.n241,000 miles.
under thermostat housing ,was a little loose snugged it up but still a small weep
Is this a drain for the block and is it a common issue afraid to go to tight and risl braking it off
