84SD oil sender leak

There is an oil leak I think from where the sending unit screws into the oil filter housing. I'm hoping only the copper washer needs to be replaced to fix it.

I had the cap off the filter housing a few days ago and the oil was drained out of the housing down to the oil pan after sitting for a few weeks without starting.

My understanding is that oil is supposed to stay in the housing unless the check valve is faulty or perhaps the o-ring on the return pipe in the oil housing cap is faulty.

So: 1) should the oil stay in the housing when the engine is stopped?

2) is replacing the washer where the sender screws into the filter housing likely to stop the leak?

Note: the gasket between the housing and block has already been replaced.
