Is the Russian VIN check site off line or blocked?
 

This is the message I get when trying to access the site at https://www.ilcats.ru/

"Unexpected error: errorWrongPartnerClientIpParameter"

403 Forbidden by administrator is their webserver responding "get out of here". Seems to be blocking enforced on purpose. Perhaps based on our country source IP range.

The other site I use 7zap is having an SQL server issue. I think that one is in Russia also.

Its working fine for me, and was working yesterday too.

I use lastvin for mb vin decoding. No issues.
