300TD drivers floorboard - what is this?

I have been looking real close at the 300TD and this afternoon I pulled the carpet from the drivers floorboard on the '85 300TD and this is what I've found. What in the world is this "mat" type material. It seems to be rigid and glued to the floor pan. I do not see any rust but there does seem to be some moisture collected between it and the metal floorpan. I will get to the front and rear windshield seals in due time and I am working under the assumption that the water is coming in through the w/s seal. My way of thinking is that this "material" should be removed to allow the water to drain better or even evaporate faster. It also looks like, if I remove it, it will be destroyed. And it looks pretty cumbersome to try to replace.

Any thought and opinions are appreciated.
