Alan S, that sounds a bit low for all highway miles. Have you had the valves adjusted, checked timing chain stretch, and checked the IP timing? These are common items overlooked on otherwise well-maintained vehicles. Oh, synthetic oil helps too, btw. ;) ;)

Like I mentioned, my car gets 23mpg city or highway, and I would also like to mention that it gets the same whether or not the a/c is on. My car always has clean filters in it, adjusted valves, and the chain has no stretch. Something is up with these '84 and '85 300Ds, but I don't know what. My guess is its in the gearing (either tranny or diff.). Diesels don't like high rpms, and these Cali-versions scream along on the highway. Oh well, I'll keep it anyway.
