mighty vac needle whipping up and down at vac pump

1982 300 TD
Tested the vacuum at just before check valve for door lock system and found it was pulling 3 inches. I was advised that this is too low so I disconnected at most forward part, right where vacuum line from pump couples with line to brake booster and other systems. The mighty vac needle whipped up and down so fast I could hardly see it, between around 10 and 15 inches. Is this normal?
