are these symptoms for a failing climate control?

My climate conrol works well in the SD except today I noticed that it would not turn off the fan. All other settings work properly. It is like it is on low but when I tell it to go to "auto low" it goes slightly lower I think. It is when moving or sitting still. Compressor on or off.
