Vacuum fluctuates at idle

I am in the process of replaceing many worn out vacuum items on my 81 SD (modulator,vacuum shutoff on top of ip,vacuum valves on top of valve cover) and lots of hoses and fittings. When I take a reading at the second tee on the main line coming from the vacuum pump I get heavy fluctuation on the gague ,simular to a bad exaust valve reading on a gas engine. The vacuum smooths out and is stable at about 18 to 20 at slightly higher RPM?
