Need more info. A picture from furhter back would be helpful. I would at first guess say its a switch over valve. But the only blue I have found is for the AC system and the Service Manual leads me to believe it is an in dash line.
where is the unit located?
What other colored lines go to it, how may etc. And again take a picture so I can figure out where it is.

Now the facts are, if the nipple is broken off, you have a vacuum leak. Try blocking both openings an see if the car does better.

That is an electric switchover valve for your EGR system.
Go here

http://skinnerbox.steaky.org/123_DISK2/program/123-cd-index.html

Job 14-050

Go to page 15. It will show you the unit.

Fastlane has it for $27.90
They call it a Elect. Change-Over Valve

Now make sure you look at all the connections, don't just settle for finding one leak and think the system is fine now. Your engine looks "used" so you may have some other vacuum system parts that may need attention.

Your car is a California version.

I have an 85 Cali model 300d that HAD those same valves and lines, but I've removed them. They control the ARV and EGR valves, both of which you don't need.

Have fun,
Adam
