Question Los Angles times article dated March 15,2004

Does anyone believe this? When is the last time a refinery was built and California diesel ? And yet we don't smog diesels in California.Swamp land for development anyone?

Am tired of "registering" just to read one article and in turn get junk mail for the rest of my natural born life bacuse of it!

I've been registered at the LA Times since last summer. I get NO junk mail at all---not from them or anyone else! (I must be living right or something.)
