Warm Body Cold Feet

84 300DT: ALL the functions on my ACC appear to be in order (I get cold when I want cold and heat when I want heat) with the exception of the LEGROOM FLAPS will not open. I have referenced Section 83-600 to 83-603 of the Shop Manual but cannot find a “Troubleshooting Guide” to isolate the problem. Has anyone been there and done that?
