If I wanted to do my entire wheel could I just clean the wheel real well with soap and water, spray it with this stuff and apply clear coat after it dries?

Sure. But it will look like you did exactly that. It's like any other painting - 90% of the job is prep. Most people who spray their wheels recommend 4 coats of silver and the 4 coats of clear coat after at least a good sanding.

What should I sand them with?

I would start with 400 and finish with 600. You only want to roughen the surface for paint adhesion and feather any areas that still have paint into the areas where there is no paint.
