ABS cars (non ESP): brake while under or over steering?

Driving in ABS operating speed. Road condition not perfect.

1. While braking and avoidance maneuvering, I experience under or over steering. Shall I continue braking?
(With non-ABS cars, when I counteract to oversteering, I do not brake.)

2. While avoidance maneuvering, I feel I need to reduce speed and experience under or over steering. Shall I brake to reduce speed?

Sorry for posting this on Performance Paddock, while the topic is not exactly Performance Paddock.
