What's the reason for it not fitting? Is it just the contact ring or is the spline different?

The reason is contac ring his steering wheel will fit 94 and up I had the same problem

Yes, it went on OK but didn't seat completely, and I didn't want to force it. Contact ring was about a 1/4" away from seating.
