Is 2001 version Navigation CD worth updating?

I have a 2001 version Navigation CD for the PA/MD area and am wondering of the 2004 version/updated CD is actually worth purchasing. Alot of southern PA roads are not on the 2001 version, but I don't no of Pennsyltucky has provided an updated road map to the manufacturers of the CD. I would imagine post 9/11 reforms would have required government to provide updated mapping. Does anyone have a CD based navigation system with the 2004 version and is it any better than the 2001 version?
