This is the old colocasia,elephant's ear,closely related to caladium.

Needs water all the time.

Perennial,water plant.

Bot,I assume you are referring to the duckweed,a little goes a long way.
Serves a dual purpose,the long,stringy roots trap scum and algae which the fish eat.

I tried them in my pond. Freaking goldfish are insatiable. I don't have the heart to 'weed-out' the goldfish, so I just leave them alone to scour plantlife. Maybe next year I'll plant corn with goldfishes under each kernel.
