Priming and Painting Steel Wheels
What is a good primer for getting paint to stick on steel wheels. My most recent Subaru has rust on parts of the steel wheels. I have never really dealt with priming and painting but I believe there must be a primer that holds up better than others. Any help is greatly appreciated.

If you get them to bare metal, there is an acid primer that etches into the metal. Step 2 is a traditional primer, and step three is your top coat. (or step 4 clear if you go that far)

What's the first step?
How do you recommend getting them to bare metal? Would you sand or bead blast them? Use chemicals to get rust off? What works best?

On steel rims, sandblasting is effective. Chemicals leave residues in many cases.
