How do they get away with that ?

So - After watching Kuan’s “How to mount a tire at home” vids. I noticed another along those lines titled “Stretch”.

At the end. It shows they’ve mounted a tire to a rim with one hell of a miss-match in width sizes. How can this be legal? I’ve often wondered: If the manufacturer of the automobile has to have DOT certifications on such things as rear brake/turn/light lens covers (Go look at any. You‘ll see it molded into the plastic). How can folks get away with those dark aftermarket covers? And on the plates, too. And with the tire size the car was certified safe to operate (sticker on the door jam). How can folks get away with running on tires that make a 6K lb. car look like a skateboard. I saw a car the other day (I think it was an older Impala) that had tires on it with maybe 3 square inches of contact surface each. How could this guy expect to swerve or stop short in an emergency? Wet or dry surface.

I’m all for forgiving with the term “accidents happen”(except with guns ). But I’m also thinking if some dude hits and injures my family with the comment: “Sorry dude, I couldn’t stop.” while driving some 3 ton + car on bicycle tires.....I may be calling the lawyer.
