Oil Fouling on Plugs, No Power to 92 190e 2.6L

After changing plugs there more power and better pickup. However, because of oil fouling on plugs 1-4, it appears that a rebuild is the answer according to the garage. Someone told me it could be an oil seal having experienced the same with his 300e. Any thoughts and suggestions? Thanks in advance! M
