This is a " Justice Centre" it combines Courtrooms and administrative sections with what is called a 'Haftanstalt'.

It certainly is an extremely progressive and reformative project. It isn't a prison in the traditional sense. The people playing table tennis out there might just be employees of this Justice Facility.

Maybe it is for those who are awaiting trail ...or what the heck they are thinking over there ....:freak:
