The Myth: Women as ‘Political Cleaners’
Experiments are underway in some contexts to feminize notoriously corrupt public agencies. For instance, in 1998 Peru’s President Fujimori announced that the 2,500-strong traffic police force in Lima would be completely transformed into an all-women force, and in June 2003, the Mexican Customs Service announced that its new crack force of anti-corruption officers on land and sea borders would be entirely female.2 In other contexts we can see similar assumptions about women’s probity guiding the portfolios given to women new to office. In Uganda for instance, the vast majority of positions of treasurer in the new local government system are assigned to women, where it is hoped they will apply their prudence in managing domestic accounts to curb mis-spending in local public office (Ahikire, 2003).

Peruvian women can be, and WILL be, every bit as conniving, greedy and corrupt as Peruvian men are, if they sense the opportunity.

I have seen it many times personally, and will not move from my position as a result of that.

It is a national trait, it exists in their blood. Gender has nothing to do with it.

EVERYONE, new to any position, is going to be squeeky clean...for a while...

It is human nature to degrade to a lower level of honesty...some degrade MUCH FASTER than others...others degrade at the the speed of a pre-Gore glacier...

But, if you don't AUDIT items on a regular basis, change the guard on a regular basis and change the fox guarding the henhouse, on a regular basis...corruption is nature's way of telling you that you aren't paying enough legitimate attention to a particular item...

AND, in the end, doesn't it ALWAYS come down to the excuse of ......
