Where are the TV CC writers?

I happened to be watching the TV monitors at the gym yesterday. You need earphones to hear the show, otherwise you have to read the captions to understand whats going on.

The news item was about the police chief of DC.

The captions said it was about 'The police chief of the sea'.

Are these writers in India or something? I'd imagine being pretty frustrated with this as a deaf person. As I watched, there were many more similar mistakes.
