And just how would they determine the immigration status of the people involved. Schools are prohibited by law from asking for immigration papers. Pretence is made of due process by asking for several months utilitiy bills in the name of a parent or guardian, shot records - not necessarily US ones, and so forth. In a part of the country where over 50 percent of the inhabittants are foreigners and as I stated before in some schools, over 90 percent it's meaningless to talk of what the local taxpayers think. Most of the parents can't vote so there is nobody to revolt. The few left over citizens are pissed off any some speak out, but as the demographics are already overwhelmingly foreign their voices are meaningless.
Referring to the original topic. In this environment where you are already essentially a foreign country educating a foreign populace of third world peasants who are english-illiterate pretending that you are part of the American public school system is meaningless. - Peter.

Fact of the matter is, American society has more and more developed functionality that is based on the principles of excuses.
Whenever something doesn't work the way it should, blame it on someone other than your/themselves. It's a painful overtone throughout this sociopolitical system and, unfortunately, it will come back at us.

It seems that you still don't understand what I was saying. I understood Paul's comment perfectly. He's saying no one can perform below the lowest level. Well, that depends on the definition of level, doesn't it? It could be level as in the lowest test score in a group (in which case I'd agree with Paul), or level as in grade, meaning those scoring below the lowest level got an F, which is what I had in mind.

So you don't get it either? You've never played a video game with levels? Or how about the geography test that was posted here recently that had levels? That's what I meant by "level" and I think that's what the article is talking about. I don't know how to explain that any more clearly. I almost feel like I'm talking to a bunch of 3-year-olds here.
