This reminds me of NYC's Parking Enforement division. They don't care how it happened, who you are, whats going on, or how insignificantly small amount of time you've been in the wrong spot, they will write you a ticket (which they sugarcoat by giving it the proper term, "Citation" )

I was in the UES of Manhattan day before yesterday. I particularly enjoyed the marking of bicycle lanes on the relatively narrow side streets in the 80's and 90's. No way that I could wedge my Tahoe between the row of parked cars on the right and the bicycle lane on the left. You have to be one tough cat to ride a bike on the busier streets, filled with kamikaze taxis and touristas too smitten by the really tall buildings to notice the changing of the traffic lights.

I'll tip my hat to you if you can pass a standing taxi (double parked) with that $hitbox on any of the '80s or '90s...........(86th doesn't count).

Another thing that always surprises me about NY is the shear amount of money that is their. Its shocking sometimes to see a Maybach 57 dirty, wheels ramed into the curbs in a tiny little spot.

I guess because its so expensive to live in the city, money comes.

Hey wait a minute... That video is pre 9/11. Things are different now. The people on the street are now more likely to jump the guy thinking he is setting up a bomb...

BTW I have driven the Suburban all over Manhattan I can even parallel park the thing.

I also used to drive a cargo van down around Wall St back in the 1980's I used to love taking other van's mirrors off with mine

I would tend to think no one cared because they could see there is a guy standing there VIDEOTAPING the thing (you can tell he must not have been taping from very far away because the video would be all shaky if he were further away and zoomed in)... they probably just assume it is someone filming a video project, or something for the internet - like it was.

I don't live in new york city, but I have witnessed thefts twice and called the cops both times and made sure to take down license plates, etc. People who don't are pretty close to being accomplices to the crime, they are at least complacent with the crime and should not be surprised when it hits them.

I wouldn't step in the way physically in most circumstances because it is not worth risking my life for someone's property, but to not do anything... terrible.

They probably aren't. They realize that they will not step in so I doubt they can expect that others step in for them.

I won't step in if it puts me at risk, period. Now, make a call, sure. Do I expect more from others? Of course not.
