That's a pretty scary statistic. Obviously the "middle class" it's almost gone when 1/3 of the country doesn't make enough to be sucked off of and then admittedly, a lot more are ripped off just a little.

Depending on the types of investments you have you can have quite a bit of usable income and have zero income tax liability. If you own enough commercial realty you can get there with quite a bit of income.

Don't assume that all the folks paying zero income tax are poor. A surprising number would be well off.

Section 8 housing is one example.The tax credits accruing to the landlord were great,particularly if he paid all utilities.

In the end the disadvantages of unruly and destructive tenants outweighed the benefits.

The landlords who really benefit from this are the larger property holders who can retain an attorney,generally one with connections in the local municipality,particularly zoning.

Even more so when one includes the US Corporate Tax filings or the taxes paid by foreign corporations doing business in the US.
