Obviously, the illegal immigrant part is bogus. The explanation probably lies somewhere between all the military actively policing the public, and where to secretly hold prisoners suspected of the growing number of actions that somehow constitute terrorism, now that Guantanamo is closing down.
To me, the details don't really matter anymore. It's one more nefarious thing the corrupt government is doing, that it shouldn't be doing. I see the federal government as a wild mental patient that you have to keep in a straight jacket and locked in a cage to prevent it from getting out of hand. Unfortunately, the roles are currently reversed.
