Town hall meetings disruptions

I posted a thread earlier this year dealing with "unruly" or "undesirable" people at meetings/public places and it was deleted- not sure why. How should society deal with uncivil people in public?

I say we go back to the days of public humiliation. Put them in the wood stockades and throw tomatos at them!!

I give the first guy or gal who acts unruly a smackdown. Had a guy once in a full room at a public hearing who wouldn't shut up after the meeting started .. Bang gavel & say nothing. Guy keeps talking. I tell him he's out of order. He keeps talking and now mouthing off to the chair. I tell him to "mind your manners sir, or I'll have you tossed out". Guy says Who are you? I say I'm XXX XXXxx and I'm the Chairman. A couple of people derisively go ooh and ahh. His final remark was "I'll Remember that." I let that slide.
He and the rest of the audience kept orderly for the rest of the meeting though.

How does one counter "hope" and "change" . . . why, with "fear" and "hate" of course.

In the days of our last pres we had the same issues. Across the nation we see people of all kinds shouted down by "protesters" which stops all intelligent conversation in all kinds of meetings- town hall, county meetings, city council meetings etc. It seems to be the new way of talking to each other in big groups, and it both alienates and disturbs bystanders. In addition it polarizes and distorts views. It surely is detrimental to the world and USA. In other countries it's already devolved into fist fights and anarchy.
This is not about left or right... it's about how to solve a problem. I've asked in my first post to not make this a political thread. If you lean one way then imagine leaning the other and ask yourself what might work.

People just lack manners. And it seeems to get worse by the decade. It parallels the decline in education in this country too. Coincidence?

Maybe people are just fed up with how things have been going. Maybe in fact the people have been remarkably quiet while their future is going down the drain. You know it's all well and good for some congressman to talk in terms of polite conversations. I think the first thing is he should be put out of work with no hope of getting a job and let's see how polite he is. Clearly this jerk doesn't get it and that ought to pi$$ people off.

Maybe... but it's been going with both democratic and republican presidents. That's not really what this is about. It's not usually economic town hall meetings either. The subject of the meetings could be just about anything. The only so far to come out would be a stockade. Make big signs that say if you yell and disrupt the meeting we will put you in old fashioned head and arm thing for the rest of the meeting.

I PM'ed and asked nicely that this post to be removed, but he refused. This is some of the rude type of behavior I'm talking about- a off topic comment we are all forced to be subject to that helps no one, and is made to piss people off with no redeeming value. I'd hope we'd stay on topic.
