Only surfaced roads that test the engineering limits of the average car.

I-5 the Grapevine
 
North of Castaic, I-5 is referred to as "The Grapevine" by most motorists.
"The Grapevine" actually begins at Ft. Tejon.
The highest point of the drive is at an altitude of 4,183 feet.

If by surfaced you mean paved, this one doesn't count, but it does get graded about twice a year:

Fort Churchill Road in Lyon County, NV. It connects U.S. 50 with U.S. 95 alt, and along the way you pass the Nevada Automotive Test Center (former employer and the reason I had to go down that "road" every day) and old Fort Churchill, a now defunct Army post. I figured I was spending about $3,000 a year in extra vehicle problems when I had to use that road on a daily basis.

Interstate 85 in NC, southbound side between the US-1 split and the VA state line. Fit your car with a set of run flats and drive 10-15 mph under the limit.

Streets in my neighborhood. I think they put my cars suspension through a more thorough exercise than Mercedes Belgium block test.

The test center where I worked had a Belgian block course. It was about the mildest thing we had besides besides our paved oval track and the local paved highways.
