Nope. Obama said he would OFFER to speak with them. something Bush refused to do. The ball was in the court of NK, Iran, and everyplace else after that.

North Korea then refused to talk and lost the high ground in the argument that it was all the fault of the US for there not being talks between the two countries. Obama just called their bluff which was something they never figured would take place.

I'm sure if NK said they would talk then the State Dept would have sent someone to talk to them. These talks would likely drag on for years and not accomplish much, but now Obama can look the world in the eye and say if there is problem with starting talks it is not the fault of the US.

North Korea is one place that calls out for boost phase missile defense. It's the only type that's likely to work on ICBMs anyway and given NK's relatively small size, and the closeness to them of our allies, wouldn't be that hard to pull off. Might actually be something like that in place surreptitiously, who knows.
