Question about unemployment benefits from the state of CA

I have friend who is getting unemployment checks from CA. He lives in SC now and gets his checks there (SC).

Here's the unique part...the check comes in the mail every week (not direct deposit) and he has to sign for it every time it comes.

Here's the kicker. He is going out of the country for 8 weeks and wants to have his checks directed to my address where I have to sign for them. He said he will give me $100 for every check.

I am not sure I want to do this. It fails my 'smell' test. Can anyone shed some light as to why the checks have to be signed for and not direct deposited? Don't unemployment beneficiaries have to be looking for work to receive money?

I thought that an element of unemployment benefit eligibility involved the recipient being available and/or actively looking for work within the jurisdiction of the unemployment benefit provider. If I'm right, and he's overseas, how does he qualify for the benefit? I would politely decline his generous offer to allow you to become an accessory to fraud.

On a related note, today some 2 million people lose unemployment benefits because they run out. Of those 454,000 are in California

Those people needed to go back to work a loong time ago instead of sitting at home.

Brother,this has interstate fraud written all over it!

on page 17 of this handbook it says in bold letters. quote"If you move to another state and still want to claim benefits,call 1-800-xxx-xxxx for instructions.failure to contact this office could result in a delay or loss of your benefit".so it is evidently possible for him to collect unemployment.more then likely if it has to be signed for.the state wants to make sure the actual person is receiving the check.the only way i see that happening if you sign is if he gives you power of attorney.
