My guess ,all laws that would get them put in jail were denatured or eliminated altogether.Lobbiest should not be allowed to influence Congressmen .Its A bad policy when you let greed ,either for power or money,concentrate your decision making,it will eventually lead to corruption.

The people in the government, who were supposed to be paying attention, regulating things, bringing charges again offenders, investigating, etc. did not do their jobs. Unfortunately, they can't be prosecuted for that. I doubt any of them were even fired.
Most likely, they just renamed their organizations, moved offices around, and promoted the incompetent individuals . . .
