Political Party Development Program

The United States Agency for International Development (USAID), Pakistan intends to fund a new five-year Political Party Development Program (PPDP). It is anticipated that, subject to the availability of funds, up to $21 million may be made available to fund this activity over the life of the project. The award recipient will be responsible for enhancing the ability of political parties in Pakistan to contribute to democratic policy-making and governance processes at the national and local levels in a more open, research-driven and representative manner and thereby generate greater public trust and confidence in their ability to govern and effect positive policy change. USAID intends to make an award for an initial two year period. Towards the end of the second year, an external evaluation will be conducted to assess performance and impact, determine whether the program should be continued and, if so, inform the direction of follow-on activities during the remaining three years. This program will be implemented through a competitively awarded cooperative agreement with a qualified international or Pakistani partner. A consortium approach would be favorably considered. USAID encourages qualified Pakistani organizations with demonstrable technical and financial ability, and having experience in managing these types of programs for international donor agencies to consider submitting their applications for this program. Request for Applications (RFA) can be found at www.grants.gov under Opportunity Number: RFA-391-11-006.

Community Livelihood Project (CLP)

$125,000,000

Egypt/Yemen

This integrated, flexible, multi-sectoral initiative will serve as the flagship project for the Mission’s implementation of the 2010-2012 USAID/Yemen Strategy. This integrated, multi-sectoral program will be technically complementary to another new USAID/Yemen project, the Responsive Governance Project (RGP). This project is not a traditional development initiative, but it will rely heavily on tried and proven as well as innovative tools from transition and development environments. This project is intended to mitigate the drivers of instability in some of Yemen’s most difficult areas through the facilitation and implementation of quality government service delivery, job creation, responsive local governance, and active civic participation. Rapidly responding to community-based initiatives to demonstrate USAID’s and the Government of Yemen’s commitment to underserved communities will be a hallmark of this project. Youth under 25 years old, representing 75% of Yemen’s population, will be a particularly important demographic group throughout implementation. Activities will quickly and effectively mitigate critical threats to stability in Yemen by building trust and relationships between communities with historically difficult relations with Yemeni authorities and the citizens in targeted areas. The implementer will partner with and make extensive use of local, Yemeni organizations during the implementation of the project.

$61,400,000 - What a bargain!!

Afro-Colombian and Indigenous Program

The purpose of this five-year $61 million program is to improve the socio-economic status of Afro-Colombians and indigenous persons in target areas of Colombia. Afro-Colombians constitute approximately 10.62 percent of Colombia’s population of 45 million, and the Colombian government legally recognizes 82 indigenous communities who constitute 3.4 percent of the population. Both populations are among the most marginalized groups in the country and suffer from exploitation, inequality, poverty, discrimination, racism, exclusion, displacement, violence, massacres, a lack of security, humanitarian crises, feelings of invisibility, and break down in social structures and identity. While the United States Agency for International Development (USAID) in Colombia has been working with ethnic minorities for over a decade through its various sectoral programs, this is the first time that a stand alone program is being developed for the sole purpose of improving the lives of Afro-Colombian and indigenous persons.

Develop and implement workshops and conferences for the Refuge Friends Group

Hey, this one is only $893,000

This is a request to extend the expiration date of cooperative agreement 98210-6-J013 (Friends Refuge Academy) from September 30, 2011 to September 30, 2013. The request is due to staffing vacancies at US Fish and Wildlife Service which prevent full execution of the agreement by the end of the current fiscal year. This extension would allow the continuance of funding to develop and implement workshops and conferences for refuge Friends groups
