I suspect every operating system that has ever been invented has annoying quirks. You've encountered one here. The best solution I have found is a little modification to save the desktop icon layout. You can find it here -

Should the file name be 7-zip 9.20?

I'm using Windows.

I right click on the link and chose the Save as ...

To make it easy let's save it to the C; drive.

Now go t My Computer and click on the C Drive.

Look and see the file called layout.zip.

Because it is so small if you just double-click on it you'll see 3 files.

You need to copy (or move) the file layout.dll to a new directory. The location is the - C:\Windows\System32 folder.

Then -->

Right-click LAYOUT.REG and choose Merge. Click Yes when asked for confirmation.

Now arrange the Desktop how you want it. Then take your mouse, put it on an empty part of the Desktop and hit the right Mouse button. A Save Desktop Layout choice is offered. Click it.

In the future if your Desktop changes put your Mouse on an empty spot on the Desktop, hit right button and chose to Restore Desktop Layout.

Take care.

PS If you can replace Vista with Win 7 you'll be happier.
