So, can I come on your back property where your 60 junk lawn mowers, excuse me_ lawn art -- reposes in your private lawn mower graveyard, steal all of them for parts and call it "community service" as a clean-up ?

If blight is on a property, cities can enforce it.

They can impound blight because they have authority under Title 10 USC.

Joe Btsflpk who doesn't like it can complain to the community, the sheriff, the owner etc etc etc and get the ball rolling, but he does not have the legal right to trespass and roll the car away.

Well, he can, it's called grand theft auto, usually a Class C or D felony.

BTW -- Watch out for your lawn mowers now, I'm a comin' !

I know its illegal, but I don't really care I hate junk properties.
