Guilty or not? California politician shoplifting

Lawmaker Mary Hayashi charged with shoplifting - SFGate I am going with guilty, especially since the anti theft tags were removed from said items. And why would you fold up items and put them in a bag if you planned to purchase them? I bet she beats the rap though
