I should clarify as well, the moon does rotate, however it's rotational speed keeps the same "face" towards Earth at all times. Also the moon does have a minimal atmosphere.

Is it Bushes or Obamas fault? Actually until gravity is totally understood if ever the total answer may remain an issue.

As far as I am aware we do understand basically the effects of gravity. What it is created by is still in some question. Einsteins gravity formula was taken at face value for a long time as he quoted his experiment proved it.

Since his theory is partially disproven now. There still is not a really good theory even for it's existance. Yes we know it appears to be tied to mass as well. Or the two are interwoven. It has continued to be a continuing large ongoing effort to establish what exactly it is caused by since Einsteins theory was discredited.

It is felt that some remaining unknown or identified force does exist in the universe. As time moves along there has to be something that we do not know exists. There is a lot of accumulated evidence that it is there.

Yet still very ellusive at being defined even. At some point in the future if identified it may or may not change many things. The search for whatever it is consumes a lot of effort today even to define it. I think black energy is the buzzword or one of them for it now.

There is also a program on the Science Channel called "wonders of the solar system" (also "wonders of the universe") that has an episode strictly about atmospheres of our different planets. Its a pretty good show if you're into that sort of thing (I am)

My son whos a senior says it also because the air hold a electric charge.Earth being ground and air being positive,and the radiation belts

Sort of, the magnetic field of earth plays a significant role in our atmosphere but mainly due to its protection from solar radiation. Typically the magnetosphere deflects solar radiation but when some fall through they react with our atmosphere, causing a handful of effects including radio interference (this happens outside as well) and aurora borealis. The magnetic field helps prevent our atmosphere from getting blasted away by particles and solar winds.
