I read it the day before yesterday. I could probably dig up the reference if necessary. I think the quote came right from the Holy See itself, but it might have been from one of their theologians, Germain Grisez. There's actually nothing odd about it, since it's consistent with everything else they hold about the natural law and its relationship to human sexual relationships and reproduction. It's the exact same rationale as that applied to gay marriages.
Humans are social animals required to follow the natural law. The natural law demands permanent heterosexual marriages with sex only for reproduction and within marriage. These laws bind us to the real and true social goods created by God. Since we are designed to intentionally follow these natural laws, and variation from their rational demands undermines the social fabric of which marriage is a part. Same thing could be said about masturbation. Any society that permits it undermines true marriages.

I think if you look further you will find that jerking off, gay sex, bestiality, necrophilia, etc, etc, have one thing in common. Sex that results in no kids. A very big negative for the religion. Smaller group of kids, smaller group to play with. That means lower numbers and will lower the clout of the religion.

Along with Finnis, Germain Grisez is a longstanding ardent promotor of popish flummery. I found this bio of him. The last paragraph is most interesting. Talk about hypocrisy. In spite of all the anti-divorce elements in his moral views, it looks like he and his second wife have functionally divorced:

"Failing to live peacefully together, however, the Grisezs agreed to separate on 21 September 2010.
