I've been around the block a few times.
This city is indeed very 'Parisienne'. It turns more into a Spanish impression as one drives away from the city.
I haven't paid attention to fuel prices. I am jumping in and out of taxis. I see Shell, but more gas station names that I am not familiar with.

Everything is very clean and orderly.

What about Polisi presence. Do they patrol carrying auto-matic weapons (like in Malysia/Thailand/Indonesia).

Actually, they have major trash problems. Once you get into the side streets, trash is everywhere. Not even funny. Police pretense is not overwhelming, carrying pistols only.

Most often, this is the case when one ventures off the main streets, and journeys into the city's ripped back side.
