Generally, when a candidate "suspends" his campaign, its really over. "Suspension" is vague enough that he could unsuspend, but that is highly unlikely. |
According to one commentator, suspending the campaign lets him take his time paying off his campaign debts. Terminating the campaign means he would have to pay off those debts right away (or something).

I don't know how they run up such big debts. No vendor in his right mind would give any politician anything on credit.
