This is a combining of agencies that already exist. It will allow military people to work overseas with CIA people.

I think the reason is to cut red tape. On paper it likely shows it will cut costs as well, but since the budget of these agencies is unknown who will really know for sure?

I messed that up. What I attempted to say is that people were so freaked out after 9/11, it seemed that questions like yours were seen as unpatriotic. On the cable news shows it became a contest to see which of the various talkers was more anti-terror and therefore more patriotic than the others. I think that people are finally starting to settle down and ask questions of the type your post raised, which is good. Ron Paul, for example, makes good sense on this type of issue.
