The article failed to cover four important points....

The radar shield that would be needed to operate the system will not be in place until 2018.

The Russians have offered to operate the system with NATO since Russia is not that happy about Iran having the ability to strike at Russia.

The Russians always open a conference like this with some crazy statement designed to throw the US and NATO off balance.

This is an election year and the Washington Times has made no secret of its' desire to see Obama defeated, so any story they can come up with to make him look bad is OK with them.
