Open a window with tabs in MSIE. Each tab is a craigslist location. Use your favorites to save the window with all of the tabs. You open the window from your favorites and all of the tabs open with it. You can clip and paste your search terms in each tab or save a favorite with the search terms.
Go to MSIE help
Under "tabbed browsing - frequently asked questions" find "how do I save a group of tabs? and "how do I open a group of tabs that I saved?".

Google gave me a link for MSIE8 and Vista. I think it is the same for MSIE9. I think it is easier under Firefox, but I'm not using it.
