Smoking is very bad. The ideal way to consume MJ is by way of cannabis-infused edibles or “medibles” as they are sometimes called. Not as efficient of a delivery mechanism as smoking but much healthier.

It's practically legal in NY. There exist delivery services, and the general penalty for possession of small amounts is a $100 civil fine.

(Just don't smoke in public, since that carries a higher penalty.)

For what it's worth, a parking fine is $115. So NYC considers simple possession to be less important than illegal parking. (Arguably true -- one obstructs traffic and thus annoys others, the other just gets the user stoned.)
